Vladimir Kovalchuk was the head of Ryalsky District in Kursk Oblast, Russia. On July 3, 2026, he was injured in an explosion when a vehicle carrying district administration staff detonated a landmine on a central street in Ryalsk. He sustained blast and shrapnel injuries to his legs, diagnosed as mino-explosive trauma and blind fragmentary wounds of the legs. Kovalchuk was hospitalized with moderate to severe injuries, and other personnel from the administration were also injured during the incident.
