The country plans to introduce visas for Russian citizens by autumn 2026 as part of its preparation for joining the European Union, although Russians can still enter without a visa for up to 30 days. In June 2026, Montenegro was confirmed as a priority candidate during an EU summit with Western Balkan nations.
