Minкульт, or the Ministry of Culture of Russia, is involved in cultural policy decisions including the control of literary works and cinema quotas. It oversees library book acquisitions based on expert recommendations and enforces policies limiting access to certain publications. The ministry also plays a role in the restoration of historical sites. Additionally, it has been tasked with creating special storage for 'destructive literature' and implementing restrictions on books by authors deemed 'foreign agents' or extremists.
