The Russian oil refining industry, represented by nonpetrochemical plants (НПЗ), has faced repeated drone attacks since early 2026, leading to production disruptions and fuel shortages across multiple regions. Several major refineries—including Syzran, Salavat, Kirishi, and Ilyinsky in Krasnodar Krai—have been targeted, resulting in fires, operational halts, and casualties. These strikes have prompted government measures such as temporary export bans on diesel and gasoline, accelerated imports, and use of accumulated reserves to stabilize supply.
