Aleksey Besprovizhnykh is the governor of Kaliningrad Oblast, a Russian exclave. His requests were supported by President Vladimir Putin during their meeting on July 2, 2024, which also covered subsidies for airfares, ferry services, and socio-economic development until 2036.
