Andrey Klychkov is the governor of Oryol Oblast, Russia, and has repeatedly reported the destruction of Ukrainian drones and missiles over his region in August and September 2024. He has stated that most attacks resulted in property damage, such as to infrastructure and farm buildings, but no casualties were reported. Klychkov also announced temporary fuel rationing based on license plate numbers in July 2024 and urged residents to report individuals with foreign accents or suspicious behavior to security services.
