Elena Koneva is a sociologist and founder of the research agency ExtremeScan. She has been designated as a foreign agent by the Russian Ministry of Justice, along with the media group 'Avtonomnoye Deystviye', the public movement 'Krymskaya Solidarnost', and the project 'Echo'. The authorities allege she participated in creating materials for foreign agents and disseminated information deemed false about Russian policy.
