Eugene Konovalец was a leader of the Ukrainian National Republic army and the first head of the Organization of Ukrainian Nationals (OUN), an organization designated as extremist and prohibited in Russia. His remains were exhumed in Rotterdam, Netherlands, and reburied in Kyiv, Ukraine, in August 2013 with state and military honors, sparking criticism from Russian officials who labeled him a collaborator with Nazi Germany.
