Fedor Mechnin, a 42-year-old man from Tosno and resident of Kolpino, was charged with the murder of a 12-year-old girl in the Tosnensky district of Leningrad Oblast. He is described as a former offender with a prior conviction for robbery, a member of the board of directors of SNT 'Zakhozhye-2', and owner of a renovation company called 'Blagodel'. Mechnin was arrested on July 4 after allegedly attempting to flee abroad following the crime, having withdrawn over one million rubles from his account.
