Denis Malyshev, a 41-year-old activist and former candidate for the Ufa City Council, was fined 30,000 rubles for 'discrediting the army' in a private chat. He was also denied registration as a candidate by the Ufa City Council, with 34 of his 245 collected signatures declared invalid. Malyshev is affiliated with the 'Civil Union' public organization and attempted to challenge the decision through the Central Election Commission.
