President of Russia Vladimir Putin raised the issue at a meeting with military personnel regarding the awarding of the rank of Colonel to Alexander Kartavkin, commander of the 6th Motor Rifle Division, whose troops participated in the operation to liberate Konstantinovka in the Donetsk People's Republic (DPR).
