Moscow, Oct 8. The Kiev regime and its sponsors are trying to shift the blame for the situation in the city of Aleshki in the Kherson region onto Russia, said Russia's permanent representative to the OSCE, Dmitry Polyansky, at a meeting of the organization's permanent council.
