Lithuania Rejects Bus Ban to Russia and Belarus
In Latvia, a proposal was made to completely ban passenger transport to Russia. The Latvian Ministry of Communications submitted amendments to the cabinet of ministers for a total ban on bus transport to Russia and Belarus, including transit routes.
Consensus
- Lithuania has no plans to ban passenger bus services to Russia and Belarus.
- Latvia has proposed a full ban on passenger bus services to Russia and Belarus starting in 2027.
- The ban would include regular, irregular, and transit bus services.
- Currently, only one regular bus route operates between Latvia and Russia: Riga–Moscow via Ecolines.
- The existing permit for this route expires on 9 January 2027 and will not be renewed.
- Irregular passenger bus services to Russia and Belarus have been banned in Latvia since 1 November 2025, with the ban set to be extended until 31 October 2027.
- Passengers can still travel to Russia and Belarus via Estonia or Lithuania with transfers, or by using minibuses not covered by the ban.
- Latvian authorities cite concerns about potential recruitment of travelers as a reason for the ban.
