According to the law, after signing a loan agreement with a borrower
According to the law, after signing a loan agreement with a borrower, the lender must submit key credit details—including the bank or microfinance organization name, interest rate, loan amount or limit, and repayment term—to qualified credit information bureaus (KIBI).
Consensus
- The State Duma has adopted a law requiring banks and microfinance organizations (MFOs) to notify citizens about credit agreements through the 'Gosuslugi' portal.
- Notifications must be sent within 15 minutes of receiving information from the creditor.
- The notification will include key loan terms: name of the financial institution, interest rate, amount or credit limit, and repayment period.
- If the loan amount exceeds 50,000 roubles, the notice must also inform the borrower of their right to cancel the loan and provide contact details for the creditor.
- The law will come into force on October 1, 2027.
- Creditors must transmit data to qualified credit bureaus (KBCI), which are responsible for forwarding it to the 'Gosuslugi' personal account.
- The interaction between KBCIs and 'Gosuslugi', as well as with the interagency electronic system, will be free of charge.
- Qualified credit bureaus must establish system connectivity by June 1, 2027.
- No fee will be charged to borrowers for this notification service.
- The interest rate is recorded in the borrower's credit history but remains hidden from other market participants.
